Answer: It's called QUSCMDLN, and has no parameters. It will always present a command line window at the bottom of the screen. If your display file is set to 132x27, it shows a longer command line. I have no idea how SEU can display this window at the top or bottom of the screen depending on the cursor position; perhaps they're not using QUSCMDLN but something else they don't tell us about.
